ASSISTANT MINISTER FOR MINES, MINERAL RESOURCE DEVELOPMENT AND CONSERVATION

Honorable Carlos Edison Tingban, Sr., is the Assistant Minister for Mines, Mineral Resource Development and Conservation. Assistant Minister Tingban is a Mining Engineer by profession. Assistant Minister Tingban has acquired technical knowledge in his area of specialization from local and international trainings.

 

The Assistant Minister for Mines, Mineral Resource Development and Conservation functions under the direct supervision of the Deputy Minister for Operations, who heads the Department of Mines. He also periodically serves as Acting Deputy Minister for Operations in the absence of the Deputy Minister who is his immediate Boss.

 

The Assistant Minister for Mines, Mineral Resource Development and Conservation performs the following functions:

 

  • Supervises the overall activities of the department of mines including administrative and technical operations
  • Scrutinizes the application for mineral export licenses, initiates and submit same to the office of the Minister for approval
  • Develops and updates policy on mining and mineral conservation laws to meet international standard
  • Makes periodic fact-finding visits to the mining concessions and Alluvial mining areas
  • Works in collaboration with the Department of Mineral Exploration and Environmental Research for the effective control and monitoring of river sand mining
  • Works in collaboration with the Assistant Minister for Mineral Exploration and Environmental Research in the issuance of Exploration Blocks to avoid overlapping with mining claims (Class B and Class C)
  • Participates in the Kimberley certification process
  • Participates on the secretariat of the Mineral Technical Committee for review and negotiation of Mineral Development Agreements (MDAs)
  • Monitors Exploitation Concessions
  • Scrutinizes the application for Scrap licenses
  • Performs other functions that may be requested by the Minister or other higher authority
