MONROVIA – JULY 29, 2025: In a landmark step toward regional cooperation and clean energy development, Liberia's Ministry of Mines and Energy (MME) has commenced a two-day technical exchange and consultation workshop with a visiting delegation from The Gambia.
The technical sessions taking place at the Ministry (MME), are integral to bolstering efforts being exerted by energy sector stakeholders in making sure Liberia develops its Net-Metering Policy, scale up renewable energy integration and support national climate commitments under the Nationally Determined Contributions (NDCs).
The engagements also include the participants undertaking a field trip to Mount Coffee to carryout technical analysis of the hydro-power plant and other electricity facilities on the site.
The Gambian delegation comprises six senior technical officials from the Ministry of Petroleum, Energy and Mines (MPEM), the National Water and Electricity Company (NAWEC), and the Public Utilities Regulatory Authority (PURA). The technical exchange is being facilitated under the Novaphere Project, in partnership with the Canadian Government, and is framed as a South-South learning visit.
Delivering a special statement on behalf of the Government and people of Liberia, Mines and Energy Minister, Wilmot Paye, emphasized that the collaboration reflects Liberia’s commitment to a just energy transition and strengthens regional integration. “This exchange will ensure that our net metering framework is not only technically sound but socially inclusive and economically viable,” Minister Paye noted.
The activities witnessed a splendid power-point presentation from the Executive Director of the Environmental Protection Agency, Dr. Emmanuel Urey Yarkpawolo. The EPA Boss’ deliberations placed spotlights on the relevance of Net Metering to Liberia’s climate agenda, underscoring the vital role net-metering plays in reducing emissions and expanding access to decentralized clean energy.
Energy Specialists from The Gambia, provided deep insights into their Country’s Net Metering journey. With their presentations covering a wide range of policy and technical specifics. The Gambia’s energy sector presentations were facilitated by Bafoday Sanyang from the Ministry of Petroleum, Energy and Mines (MPEM). Mr. Sanyang spoke largely about Energy Policy Goals, while Net-Metering Legal Frameworks The Gambia has adopted was presented by Burama Jammeh from the Public Utilities Regulatory Authority (PURA).
Messrs Musa Nije, and Tijan Manneh, were the other experts from The Gambia who delivered brilliant presentations on Net-Metering Systems and Policy. To achieve the objective [knowledge-sharing] of the workshop, panel discussions were held, during which The Gambia shared with Liberia, lessons it learnt from its pilot installations and early adopters, moderated by Liberia’s Electricity Regulatory Commission (LERC), engaging fellow stakeholders through various areas of relevance including system design, grid stability, backflow prevention, cost recovery, and tariff mechanisms.
All duty-bearers in the Energy Sector of Liberia, and private sector actors alike, are participating in the Net-Metering and Renewable Energy Solutions Workshop. Results and outcomes of their discussions are expected to directly feed into the refinement of Liberia’s Net Metering Policy Roadmap, ensuring it fits into the Country’s unique energy and regulatory context.
