MONROVIA, SEPTEMBER 2, 2025: The Ministry of Mines and Energy (MME), through the Department of Energy, has scaled up efforts to move Liberia higher levels of advancing renewable energy provision and governance by convening stakeholders to validate a national Net-Metering Policy ford the Country [Liberia].
1. The two-day technical working session, held at the Ministry of Mines and Energy’s central Monrovia office, brought together government officials and energy sector specialists, stakeholders, development partners, the civil society, and private sector actors to discuss who shed light on developing the appropriate roadmap and policy direction to guide net-metering across Liberia. Net-Metering is a system in which solar panels or other renewable energy generators are connected to a public-utility power grid and surplus power is transferred onto the grid, allowing customers to offset the cost of power drawn from the utility.
Whilst welcoming the participants, Madam Joebarline Gbozee, Director for Energy Policy, Research, and Planning at the Ministry of Mines and Energy, stressed the significance of Liberia making this much-needed transition which she noted, buttresses ongoing efforts by the Government of Liberia to expand energy service provision to strengthen the economy. “The Net-Metering Policy is a landmark instrument in promoting access to affordable, sustainable, and reliable electricity for Liberia”, Director Gbozee stated.
The Minister who heads the Energy Sector of Liberia, Wilmot Paye, commended the participants and the foreign partners that his administration is optimistic that the Net-Metering draft Policy presents an opportunity for Liberia to experience substantial reforms in providing renewable energy services. Minister Paye encouraged the participants to give the sessions their best contributions in finalizing the document for submission to the Office of the President.
Also addressing participants, the Deputy Minister for Energy, Charles Umehai, reaffirmed the Government’s commitment to expanding renewable energy access while ensuring the need to create the appropriate environment for investment and innovation in the sector. Deputy Minister Umehai emphasized that net-metering among other important services, improve energy access and empower households, businesses, and institutions to actively participate in electricity generation.
Government’s international development partners participating in the net-metering policy validation workshop also made remarks, including the European Union, Novasphere, the Embassy of Sweden, the World Bank, the African Development Bank (AfDB), Liberia Institute of Statistics and Geo-Information Services (LISGIS), Environmental Protection Agency (EPA), LEAP Network, Liberia Standards Authority, the Rural Renewable Energy Agency (RREA), Liberia Electricity Corporation (LEC), and its regulator – Liberia Electricity Regulatory Commission (LERC).
In separate statements of partnership support, they all hailed the draft policy as timely and essential, specifically mentioning the potential the policy has to reduce Liberia’s dependency on fossil fuel imports, attract investment in the renewable energy sector, and build resilience against climate change.
Technical presentations formed the backbone of the workshop with National Consultants taking the lead. They outlined baseline reports, detailing the process and milestones achieved in developing the draft. The Facilitators also explained the rationale behind net-metering, and highlighted the role the policy will play in diversifying energy supply, strengthening the grid, and providing consumers with economic incentives to generate renewable power.
The draft policy itself was then presented, covering critical areas such which include eligibility criteria for participation; the proposed net metering framework; Regulatory and institutional arrangements; Role of renewable energy installers; Technical guidelines; Financial and economic considerations; and Approval and application processes among others.
At conclusion of the sessions on August 28, 2025, a cross-section of the participants expressed optimism that the policy will serve as a cornerstone to Liberia’s transition towards affordable, clean, and reliable energy for the Country. Monyan K. Flomo, Assistant Director for Hydrocarbon in the Department of Energy at the Ministry (MME), is the National Focal Person for the Net-Metering project.
