Ministry of Mines & Energy Liberia
This report presents the activities and programs executed by the Ministry of Mines and Energy in 2024. It highlights achievements made and challenges faced that set the foundation for continuous strides in the 2025 fiscal year. The Ministry of Mines and Energy (MME) was established in 1972 by an Act of Legislature to assess and control the land and mineral resources of Liberia and to formulate policies for effective exploration of these resources for economic and social benefits.
Degree No. 55 issued on October 2, 1981, changed the entity’s name to Lands, Mines and Energy to also give it authority over the Energy Sector. Later on, an Act of Legislature on October 6, 2018 separated the Department of Lands, Survey, and Cartography from the Ministry of Lands, Mines and Energy, thus, changing the name of the entity to the Ministry of Mines and Energy (MME), as it stands, with statutory oversight over the Mining and Energy Sector.
These sectors are governed by the Minerals and Mining Law of 2000, the Exploration Regulations of 2010, the Minerals Policy of Liberia of 2012, the Electricity Law of Liberia of 2015, the National Energy Policy of 2009 and other attending regulations. In 2024, the Ministry of Mines and Energy inherited challenges but made remarkable progress to overcome them and position the Ministry towards greater success in the years ahead.
