MINES AND ENERGY MINISTRY UNVEILS PUBLIC FEES BOARD  ...In Major Push for Transparency and Accountability

MONROVIA, LIBERIA – September 24, 2026: In Government's quest to delivering on good governance, fiscal probity and accountable leadership in Liberia, the Ministry of Mines and Energy (MME), has made another significant move.
This time, the Ministry's effort is directed at strengthening transparency in public service delivery. This was made practical with the official unveiling and handover of a Service Charter and Fees Posting Board designed to provide citizens and clients with clear information on licensing procedures, service standards, and applicable fees.
The initiative, organized by the National Integrity Forum (NIF) Technical Committee, was formally launched 24 September, 2026, at the Ministry’s central Monrovia head-office. The event witnessed a convergence of senior officials of the Ministry of Mines and Energy, members of the National Integrity Forum Steering and Technical Committees, representatives of other integrity institutions, and the media.
The ceremony was part of the NIF’s broader effort to promote transparency, accountability, and integrity across public institutions by ensuring that official government fees and service requirements are publicly displayed and easily accessible to the public.
Speaking during the ceremony, Hon. Jeffrey N. Yates, Chair of the NIF Steering Committee and Head of the Secretariat of the Liberia Extractive Industries Transparency Initiative (LEITI), commended the Ministry of Mines and Energy for partnering with the NIF in improving government's service delivery.
Mr. Yates said that although the Ministry of Mines and Energy has established regulations governing fees and licensing procedures, possibilities are that some applicants still face some level of challenges in accessing clear information about the processes and legitimate costs associated with obtaining various licenses and permits the Ministry offer.
He explained that the newly installed fees board is intended to address that gap by clearly displaying the required procedures and official charges, thereby reducing unnecessary human traffic and limiting opportunities for hidden or unofficial payments.

According to the LEITI Secretariat Head, publicly accessible fees information can also protect citizens and other members of the business community from fraudulent individuals who may impersonate government officials or demand unauthorized payments from applicants.
He further linked the initiative to Liberia’s broader public-sector accountability agenda, including the President’s Performance Management and Contract System (PMCS), while emphasizing its relevance to the anti-corruption objectives of the Liberia Extractive Industries Transparency Initiative (LEITI).
The NIF Chair also disclosed that the initiative has been implemented in several other public institutions and strategic locations, with support from the Embassy of Sweden and the Center for Transparency and Accountability in Liberia (CENTAL).
Receiving the Service Charter and Fees Posting Board on behalf of the Ministry, the Deputy Minister for Administration, Honorable Eudora Blay-Pritchard, welcomed the initiative and reaffirmed the Ministry’s commitment to transparency, excellent service delivery, and accountability.
Further speaking, Deputy Minister Blay-Pritchard emphasized that citizens seeking government services should have clear information about which services are available, how long they should take, and what they officially cost.
She assured that the Ministry of Mines and Energy maintains a "zero-tolerance approach toward unauthorized charges," noting that requests for undocumented or unofficial 'facilitation' fees constitute violations of institutional policy and have the proclivity of attracting disciplinary or legal action.
The Deputy Minister further stressed that the Service Charter should not merely remain a document on display, but become a practical instrument for improving the quality of services delivered by the Ministry of Mines and Energy.

She also highlighted the importance of grievance-redress mechanisms, encouraging citizens to report delays, poor service, or suspected integrity violations through the appropriate channels.
The ceremony culminated in the official unveiling and posting of the Ministry of Mines and Energy Fees Board, witnessed by senior Ministry officials, NIF representatives, and other stakeholders.

The NIF Technical Committee, meanwhile, said it will continue to monitor the implementation of the initiative and gather feedback from citizens and other stakeholders to assess its effectiveness.
The Committee’s Chair, Josephine K. Chelleh, representing the Internal Audit Agency (IAA), in brief closing remarks, thanked the Ministry and partners for their cooperation and called for continued collaboration to ensure that the fees-posting initiative translates into more transparent, accountable, and citizen-centered public service delivery.
The initiative enhances the functions of the Customer Service Unit of the Ministry of Mines and Energy, and it is expected to give applicants clearer guidance when accessing services at the Ministry while strengthening institutional accountability and contributing to Liberia’s broader efforts to prevent corruption and improve public sector governance [service delivery].
