LUANDA, ANGOLA | November 2, 2026: The African Diamond Producing Association (ADPA) is celebrating 20 years of collaboration and cooperation with a special city tour in Luanda, Angola, highlighting the country’s historic journey from independence to its emergence as a major player in the global diamond industry.
Held under the theme: “Luanda in Three Stops: From Independence to Diamonds,” the tour takes participants through three significant landmarks that reflect Angola’s sovereignty, national identity, historical heritage, and diamond-sector development.
Committed to its membership belongingness and responsibilities, Liberia is being represented at the ADPA gathering in Luanda by two distinguished personalities. Assistant Minister for Administration, Cooper Paasewe, is representing the Senior Management Team headed by Mines and Energy Minister, R. Matenokay Tingban.
Liberia’s Office of Precious Minerals Director, Rebecca Kumba Fallah, completes the Country’s representation. Director Fallah is the Focal Point for the African Diamond Producers Association (ADPA) in Liberia.
The event kicked off on Monday, November 2, 2026, at the Hotel Epic Sana with a tour in the city of Luanda.
The first stop is the Dr. António Agostinho Neto Memorial, where Angola’s independence was proclaimed on November 11, 1975, symbolizing the nation’s struggle for freedom and determination to control its destiny.
The second destination is the ‘Ilha de Luanda,’ a historic coastal area where the Portuguese once used the small seashell known as ‘zimbo’ as currency. The area is also home to important historical landmarks, including the Church of Nossa Senhora do Cabo, the Fortress of São Miguel (1576), and the island lighthouse.
The final stop is the ‘CIF Building’, ADPA’s headquarters in Luanda, where the historic Luanda Declaration was signed on November 4, 2006, bringing African diamond-producing countries together under a common vision.
Liberia’s Mines and Energy Ministry’s Office of Precious Minerals Director, Rebecca Kumba Fallah participated in today’s meeting which was dedicated exclusively for the Experts and Focal Points, while on Wednesday, November 4, 2026, Assistant Minister Cooper Paasewe, will participate in the Council of Ministers Forum
Today, ADPA represents 22 member states and continues to provide a unified voice for an ethical, sustainable, and high-value African diamond industry.
The anniversary tour reinforces the common thread connecting the three destinations: ‘independence, identity, and diamonds’ — a reminder that political sovereignty and control over natural resources remain essential to Africa’s development.
The celebration is supported by SODIAM, E.P., ENDIAMA, the Government of Angola through the Ministry of Mineral Resources, Petroleum and Gas, and the Provincial Government of Luanda.
