MINISTER
Hon. R. Matenokay Tingban serves as the Minister of Mines and Energy of the Republic of Liberia, where he provides overall leadership and strategic direction for the country’s mineral and energy sectors. In this role, he leads the formulation and enforcement of sector policies, grants licenses and mineral rights, oversees regulatory compliance, and ensures the responsible supervision of resource extraction and energy development. His ministerial responsibilities include guiding geological research, strengthening institutional capacity, promoting transparency in licensing and concession management, and leading reforms aimed at decentralizing services and modernizing sector governance. He also oversees national energy planning and coordination, working to expand access, enhance reliability, and ensure that the country’s mineral and energy resources directly support national development and community wellbeing.
Hon. Tingban is a mining and natural resource governance professional with more than 15 years of combined technical, administrative, and policy experience. He holds a Bachelor of Science in Mining Engineering from the University of Liberia. He has built a career grounded in mineral exploration, mine design, open-cast mining operations, environmental compliance, and sustainable extraction practices. His background includes drafting legislation, developing public policy, and contributing to governance reforms in the resource sector.
His career began as a Geological Field Assistant and Mining Engineer, followed by roles as Environmental Site Supervisor, Assistant Director of Mines, and Director of Mines. He later served as Acting Assistant Minister of Mines and as Liberia’s National Mining Expert to ECOWAS and the African Union from 2005 to 2012, representing the country in regional technical forums on mineral resources. Between 2021 and 2023, he held the position of Deputy Minister for Operations, where he oversaw administrative and field functions of the Ministry, supervised asset management, coordinated local governance initiatives, and supported peacebuilding and community development programs.
Hon. Tingban also served as a Member of the House of Representatives, where he worked on the Committee on Lands, Mines, Natural Resources & Environment. His legislative experience strengthened his understanding of policy oversight and enhanced the collaboration required between the Executive and Legislature to advance national development goals.
His professional journey reflects a strong blend of technical proficiency, policy leadership, and public service, equipping him with a comprehensive understanding of the complexities and opportunities shaping Liberia’s mineral and energy landscape.
