Hon. Emmanuel Vaye is the Assistant Minister for Planning, Research and Development at the Ministry of Mines and Energy. He is an energetic and open-minded Liberian professional geologist with over ten (10) years of geological field experience. The assistant minister started working for Liberty Gold and Diamond Mining Company as a casual worker in 2006 and was employed as a field assistant geologist in 2007 to the end of 2008.
Apart from Liberty Gold, he has offered a lot of geological and technical services (geological mapping, stream sampling, soil sampling, pitting, trenching, supervised RC Rig sampling at Mt. Gangra (Mittal steel project), supervised auger drill and data work) for the following companies or consultancy respectively: Iron Resource Limited, Tawana Resource Inc., Bright’s Farm, West African Geo-services, Earth Purest Incorporated and Construction and Mining Contractor.
As assistant minister for planning, research, and development, he is responsible to:
• Prepares plans for the technical operations of the various Departments and Bureaus, reflecting written operational plans received from Heads of Departments;
• Confers with the Deputy Minister for Planning and Development and all Assistant Ministers in the preparation of such plans of operations before the Minister’s perusal and approval;
• Reviews all planning and development programs received from the Heads of Departments, and makes recommendations to the Deputy Minister for Planning and Development as to how effective the Ministry’s operations could be improved and how best could they be implemented;
• Collates between the Minister, Deputy Minister for Planning and Development and Heads of Departments on matters relating to methods for implementing fields and other programmes;
• Performs as the Deputy Focal Point on the Kimberley Process Certification Scheme (KPCS) and takes responsibility of the affairs of the KPCS during the absence of the Deputy Minister for Planning and Development, who is the Principal Focal Point, or acts as directed by the principal Focal Point;
• Works closely with the Finance Section in the preparation of the operational aspects of the Ministry’s Budget to ensure adequate funding for field and other programmes;
• Devises policies and plans in cooperation with the Departments/Bureaus;
• Performs other functions that may be requested by the Minister or other higher authorities.
